President Obama's Educate to Innovate
The Educate to Innovate campaign was created to bring attention to America's falling status in STEM fields. According to their website, "This campaign will include efforts not only from the Federal Government but also from leading companies, foundations, non-profits, and science and engineering societies to work with young people across America to excel in science and math."
The campaign focuses three main steps:
1. Increase STEM literacy
2. Improve America’s education position, particularly in STEM
3. Expand STEM education and career opportunities, particularly for women and minorities that are underrepresented.
The Educate to Innovate campaign inspired the STEM Video Game Challenge, which is a competition that challenges students to create video games with STEM concepts.

Digital Opportunity Investment Trust (DOIT)
Read the 2003 Proposal
This is more for educational digital tools than games, but with digital tools often come games. DOIT also heavily promotes 3D simulations. Right now, DOIT is only a proposal, but it has been presented to Congress a couple of times. Basically, DOIT use funds from the federal government and distribute them in competitive grants to certain projects. According to the proposal (see 2003 proposal above), “DOIT will stimulate research and development of innovative learning systems and content. It will use its funding to partner with corporate, foundation, and other sponsors in undertaking projects, the vast majority of which will be carried out by qualified outside organizations, institutions, and companies.”
Those projects would focus on
The Federation of American Scientists used government grants on three separate projects to demonstrate DOIT potential. These projects were presented in 2006 so you can find some good research on them. You can even play Immune Attack.

- Immune Attack is a video game teaching human immunology from the 9th grade to the college level
- Discover Babylon is a virtual world students log into to discover the cultural, educational and historical aspects of ancient Mesopotamia
- Mass Casualty Incident Responder is a training simulation to train firefighters and serve as a model for other first responder training
